The sanctions imposed by the G-7 countries on Russia in the wake of the Russian invasion of Ukraine raised high expectations among Western leaders. U.S. President Joe Biden declared on March 8, “We are enforcing the most significant package of economic sanctions in history, and it’s causing significant damage to Russia’s economy. It has caused the Russian economy to, quite frankly, crater.”1 In a March 26 tweet, the president crowed, “As a result of our unprecedented sanctions, the ruble was almost immediately reduced to rubble.”2 Today, while confronted with recession, Russia nonetheless has largely taken these sanctions in stride.
